Looks like it's the french:
PRESIDENT CHIRAC'S campaign for re-election was hit yesterday by embarrassing new allegations of corruption and personal greed.
He allegedly spent £1.5 million on supplies for his personal kitchen between 1987 and 1995 while he was the mayor of Paris, according to an internal town hall report.
In one period of 18 months he is said to have spent almost £60,000 on spring vegetables.

Although M Chirac is well-known for an appetite that has had a periodic effect on his girth, it is not considered possible that he could have consumed the vast quantities of food that he paid for while he was mayor.
Maybe he sent the extra food to all of the Iraqis suffering under the trade embargo at that time?
